- Audio-visual content (whether films or TV shows on DVD/Blu-ray, downloads, streaming, broadcast television, pay TV or video on demand) when viewed outside the private home is considered to be a 'public performance' where legal authorisation is needed to avoid copyright infringement.
Currently DVLA staff can view such content through channels such as On Demand services, YouTube or iPlayer without being actively monitored to ensure there is no copyright infringement.
